yes, its coming out over steam, no, its nothing to do with valve, yes, you have to pay for it.
this project originaly started off as a mod on the UT2k4 engine.. they have since braught rights to use the Unreal 2.5 engine (and 3 - must be holding back
) so they can now sell the thing as a whole.
this is where steam comes in....
as tripwire (the company behind the game) is indipendant they see it as a perfect way to get their game out there.
and, imo, it is.
just the fact you dont have to deal with cd's will save you shit loads of money, and risk. you still pay for cd's you dont sell, where as valve only charge you for what you use (i beleive).
Expect to see more games jumping onboard steam. there are alredy another 1/2 games being put out on it as it s now.
