My computer is downloading the admin weapon restrict sounds on every single map load, meaning it takes much longer. Surely it should only download them once?

you could check the sound folder in your CSS folder and see if all of the sounds are fine, ie not corrupted. or try this.. support.steampowered.com

Im not really bothered about the weapon restrict sounds, but would doing what king says stop downloads for new sounds for use in custom maps.

Any custom map worth it's salt will have all it's custom sounds and textures included in the bsp file.
I've been using cl_downloadfilter "nosounds" for months and not installed any new maps with missing sounds yet.
If I ever I do I can find the map on a download site and install it manually, that way I'll get the custom sounds anyway, but as I said I've not needed to so far.

how do you know
Because you get big red error messages in your console when you attempt to access a missing sound or texture or model.

Or you could just use this link and unzip the sounds into the css folder http://www.clankmextra.co.uk/sound.zip directory structure shud be cstrike/sound/admin-plugin/
