Trading Standards are best bet and or compliant to consumer programme (watchdog) to se who else has compalined and if it is a fraud report it to the (disintersted) police.
Should your sis have problems reporting to police, let me know. I cant change the outciome but could use it as an example when discussing this sort of issue with the senior Fraud coppers when i meet them
