It keeps reverting back to old one and then update every time i load up steam.

clientregistry.blob contains your personal steam account settings - if you're constantly updating steam then I guess the settings aren't saving properly
If you delete the file it rebuilds itself - has helped lots of other people with similar problems.

it just contains the paths of files... its nothing to do with the hard coded skin. (afaik)
the problem is more likely to be the 6 steam updates that have been made avalible over the last 3 days (you just think its updating the skin, when its not)
