OK a few things, ADSL has no dial tone so no need to listen out for that..
All good routers dont need software, you connect to them via a local IP, you should purchase a
decent Netgear one for ease of use.
i would do the following, check all your Microfilters and cables, make sure they are not snagged or broken.
check the USB port and LAN ports, make sure there is no crap in there.
Borrow a friends router or modem and try that, it might be a hardware fault.
Once you do that get onto your ISP and tell them all your problems, they will ask you to do a few checks, if they dont work then stay on the line and ask them to check your line remotely, it might be a line or an exchange issue.. ISPs dont like to help you out, but if you bug them and be nice they will put you onto the proper support, not some student with a manual.
If all else fails after that let me know, i might be able to help you out..
edit:: also make sure that all the phones connected to sockets are recently new, try unpluging them all and connecting, there is a problem with older phones making adsl disconnecting.
