isn't this what we have been doing with steam friends for ages?
It has a chat room not just 1 on 1 and you can see everyone who is in the group and what game/server they are playing on which might be people you don't have in your steam friends.

some people forget this IS steam friends... its just had a huge upgrade and some new branding slapped on
